Iced tea is just the cold (iced) version of regular black tea. Traditionally, however, the tea is not steeped in hot water at all, rather it is steeped in room temperature water in a clear glass container sitting in the natural sunlight. However, you can certainly use hot tea to create iced tea by using slightly less hot water with the same amount of tea so that when it is cooled by melting ice, it doesn't dilute the flavor.
